It is always usual on large works to employ a Quantity Surveyor for the distinct purpose of preparing Bills of quantities, measuring up work and adjusting accounts as the work proceeds, and in England it would be considered no part of my duty, as Architect, to keep these accounts yet I have dealt with it all with a most limited staff.
The system advocated by me, was also advised by the Committee who reported upon the delay and expenditure of the New Bost office Buildings and who also advised a special staff for such accounts.

During the progress of the work I pointed out to Mr. Chatham the recognized method of dealing with account B.
The usual method which I recommended is adopted
by :-
(a)
War Office practice.
(b)
Admiralty practice.
(c)

The recognized practice in England for
latge works.
with respect to (a) I would ask that Colonel Dumbleton's remarks be kindly noted in the Report of the Retrenchment Committee referred to in my letter to you of the 30th January, last.
As regards (b) the Admiralty practice, Mr. Chatham described this in writing "as being absurd," vide C.S.0. No. 2040/1909.
